The state recorded when the measurements a coverage claim would rest on are missing or malformed, so no claim is made about whether a page was fully seen. It exists to stop an absence of data reading as a good result: an empty coverage record produces no gaps when summarised and would otherwise render as a fully covered page, which is a conclusion drawn from nothing. Coverage unknown is reported as its own outcome rather than folded into either success or failure.
