Encrypting a whole disk or partition so that its contents are unreadable without the key when the disk is at rest. The full entry is under Full-Disk Encryption (FDE); this entry exists because the shorter name is what people search for. The essential point either way: on non-removable storage it cannot be the only method used to render stored PAN unreadable under 3.5.1.
